Lee Jae Myung, the president of South Korea, proposed talks with North Korea with a view to formally ending the Korean War. An armistice ended the hostilities in 1953, but the two countries remain technically at war. Mr Lee has made previous attempts at dialogue. But his tetchy northern neighbour, Kim Jong Un, has shown no interest in talking.
